On October 16, 2025, the "China Arbitration Week Yantai Event — Specialized Training on Foreign-Related Legal Risk Prevention, Diverse Dispute Resolution, and Foreign Trade Practices" was successfully convened in Yantai. The event was jointly hosted by China International Economic and Trade Arbitration Commission Shandong Sub-Commission (CIETAC Shandong Sub-Commission), the China Council for the Promotion of International Trade (CCPIT) Shandong Provincial Committee, and the CCPIT Yantai Municipal Committee.

Xie Changqing, Vice President of the CIETAC Arbitration Court and Secretary General of the CIETAC Shandong Sub-Commission, and Lin Yuan, First-Level Inspector of the CCPIT Shandong Provincial Committee and Vice President of the China Chamber of International Commerce (CCOIC) Shandong Provincial Chapter, attended the event and delivered opening remarks. The opening ceremony was presided over by Tian Changqing, Secretary of the Party Leadership Group and President of the CCPIT Yantai Municipal Committee. Dai Wen, CIETAC Arbitrator and Partner at Beijing Zhong Lun Law Firm, and Fang Fang, CIETAC Arbitrator and Senior Consultant at Beijing Jinghan Law Firm, delivered keynote speeches during the event.

Xie Changqing stated that as Chinese enterprises accelerate their global expansion, legal risks and foreign-related disputes have correspondingly increased. CIETAC, adhering to the principles of independence, impartiality, efficiency, and professionalism, has earned the high trust and support of a broad userbase both domestically and internationally. It ranks among the world's leading arbitration institutions in terms of case numbers, total amount in dispute, and the number of jurisdictions involved in cases, establishing itself as a vital force providing legal safeguards for China's opening-up policy and the Belt and Road Initiative. Noting that Shandong Province serves as a major driver of China's opening-up and economic development, she emphasized that CIETAC places great importance on fostering a rule-of-law-based business environment and improving diverse dispute resolution mechanisms in the province. To this end, CIETAC established its Shandong Sub-Commission in 2018. Leveraging CIETAC's high-standard international management expertise and its panel of arbitrators, the Sub-Commission actively integrates into Shandong's economic ecosystem, providing local businesses with efficient and high-quality arbitration services. Looking ahead, CIETAC and its Shandong Sub-Commission will continue to collaborate with all sectors to build platforms for exchange, assisting enterprises in enhancing their capabilities for legal risk prevention and dispute resolution. This effort aims to provide robust legal support for market participants engaging in domestic and international economic activities and to collectively contribute to China’s higher-level opening-up.

Lin Yuan stated that against the backdrop of frequent changes in global economic and trade rules, the CCPIT Shandong Provincial Committee has consistently operated within its functional mandate by establishing five major platforms spanning economic and trade cooperation and legal safeguards, actively building bridges for exchange and collaboration between domestic and international business communities. With commercial legal services as its main line, the Committee is continuously developing an "one-stop, whole-process" public service system for commercial legal affairs. Moving forward, the CCPIT Shandong Provincial Committee will continue to innovate its service models, striving to create a more convenient development environment for enterprises and construct higher-quality cooperation platforms.

During the morning session, Dai Wen and Fang Fang, both as CIETAC arbitrators, delivered presentations on the topics of "Dispute Resolution in International Trade Practice" and "The Role of Commercial Arbitration within the Diversified Dispute Resolution Mechanism," respectively. Dai Wen highlighted the challenges in current international trade, including a volatile external environment and complex legal relationships between parties. She provided a detailed introduction to the key points of the application of the United Nations Convention on Contracts for the International Sale of Goods (CISG). Furthermore, by analyzing typical cases, she examined issues arising at various stages such as contract formation, modification, performance, and avoidance. Concluding her presentation, she proposed practical strategies for enterprises navigating cross-border trade risks, including prioritizing the use of international arbitration for dispute resolution, optimizing the darting of arbitration agreements, and strengthening compliance and procedural preparedness.

Fang Fang began with introducing to the audience the current landscape of the diversified dispute resolution mechanism, with a focused exposition on the mediation-arbitration model and the judicial supervision system over arbitration. She then elaborated on the core functions of commercial arbitration, including its professional and confidential nature , while analyzing key considerations for enterprises when opting for arbitration. Concluding her presentation, she outlined practical pathways to fully leverage the functions of commercial arbitration. She proposed measures such as selecting and training high-caliber arbitrators and effectively utilizing the arbitral tribunal's award review system, thereby infusing stronger impetus into improving the diversified dispute resolution framework and optimizing the business environment.

During the afternoon session, staff members from the provincial and municipal CCPIT committees provided detailed guidance through case-based teaching, instructing enterprises on how to avoid common errors in processing ATA Carnets and Certificates of Origin. This initiative aims at enabling businesses to fully leverage tariff reduction benefits. The session concluded with a practical assessment, specifically designed to translate the training outcomes into tangible, practical results.

The event featured dynamic interaction between experts and enterprise representatives. Experts provided responses and customized guidance to the specific practical issues raised by the companies, fostering an atmosphere of lively and engaged discussion throughout the session.

Today’s event attracted over 170 participants from the arbitration, legal, and business sectors across and beyond Shandong Province. The event not only created a high-quality learning and exchange platform for attendees but also significantly enhanced cross-sector collaboration. It effectively built bridges for experience sharing and intellectual exchange among peers, while substantially strengthening enterprises' capabilities in preventing foreign-related legal risks and elevating their dispute resolution proficiency. The event concluded with resounding success, characterized by enthusiastic engagement and a dynamic learning atmosphere throughout.

 

The event was also attended by Yu Lixia, Director of the CCPIT Shandong Provincial Committee Commercial Law Center; Mr. Cheng Yongjian, Member of the Party Leadership Group and Vice President of CCPIT Yantai Municipal Committee; Ms. Zhou Yueyi, Assistant Secretary General of CIETAC Shandong Sub-Commission; along with relevant officials from the Legal Services Department of CCPIT Yantai Municipal Committee and relevant comrades from municipal and district levels.

As a supporting activity for the Yantai event, a joint research team comprising personnels from the CIETAC Shandong Sub-Commission, the CCPIT Shandong Provincial Committee, and the CCPIT Yantai Municipal Committee conducted field visits on the afternoon of October 15, 2025. The team engaged with the Free Trade Zone Tribunal of the Yantai Economic and Technological Development Zone People's Court (hereinafter referred to as the "Free Trade Zone Tribunal") and the Yantai Changyu Group Company Limited to gain firsthand insights into core demands for foreign-related legal services.

 

At the Free Trade Zone Tribunal, the research team conducted an on-site inspection of the litigation services area, courtroom facilities, and legal culture exhibition zone. Through in-depth discussions, they gained comprehensive insights into the Tribunal's achievements after operation. Yu Qingrong, Secretary of the Party Leadership Group and President of the Development Zone People's Court, briefed about that since its establishment earlier this year, the Free Trade Zone Tribunal has provided numerous efficient judicial services to local enterprises. Xie Changqing expressed cooperation intentions during the meeting, with both parties reaching consensus on jointly establishing a diversified dispute resolution mechanism—an advancement that creates a crucial bridge for improving the city's legal collaboration framework.

During their visit to Yantai Changyu Group, the research team toured the Changyu Wine Culture Museum before holding in-depth discussions with the company's legal team. Addressing the enterprise's risk control needs in international operations, Xie Changqing drew upon CIETAC's practical experience to elaborate on the advantages of arbitration in resolving foreign-related disputes and outlined strategies for managing risks throughout the dispute resolution process. This guidance aims to help companies mitigate foreign-related dispute risks at the source. The research activities were conducted with the full participation of Lin Yuan, First-Level Inspector of the CCPIT Shandong Provincial Committee and Vice President of the China Chamber of International Commerce (CCOIC) Shandong Provincial Chapter, as well as Tian Changqing, Secretary of the Party Leadership Group and President of the CCPIT Yantai Municipal Committee, ensuring the accurate and unbiased collection of corporate needs.
