On the afternoon of January 22, 2026, a delegation led by Dong Jianzhong, Vice President of the Second Intermediate People's Court of Beijing Municipality (Beijing No.2 Intermediate People’s Court), together with Li Jihong, Director of the Enforcement Department, and Sun Jingkun, Deputy Director of the Enforcement Department, visited China International Economic and Trade Arbitration Commission (CIETAC). They held discussions with Xie Changqing, Vice President of CIETAC and other representatives on key issues including enhancing the quality and efficiency of the enforcement of arbitral awards, improving the litigation-arbitration coordination mechanism, strengthening source-based governance of disputes, and achieving substantive dispute resolution.

 

 

Vice President Xie Changqing extended a warm welcome to Vice President Dong Jianzhong and his delegation, expressing sincere gratitude to the Beijing No. 2 Intermediate People's Court's for its long-standing support for arbitration work. She briefed on the development history of CIETAC, case acceptance statistics, and the overall situation of extraterritorial enforcement of awards. She also highlighted CIETAC's proactive explorations in multiple aspects, including the rule innovation, the construction of arbitrator team as well as the digitalization and intelligence in the field of arbitration. She stated that the high-quality and efficient enforcement of arbitral awards is not only the “final mile” in realizing the legitimate rights and interests of the parties concerned, but also the core benchmark for measuring the credibility of arbitration. Looking ahead, CIETAC will focus on three key aspects for targeted improvements: First, CIETAC will deepen the application of diversified dispute resolution methods combining mediation and arbitration to increase the settlement rate and alleviate pressure on enforcement at the source; Second, CIETAC will continuously refine the development of its arbitrators and case managers teams, rigorously uphold procedures and quality of awards, and boost parties' intrinsic willingness to voluntary compliance. Third, CIETAC will establish and improve regular collaborative communication mechanisms, promote synchronization of arbitration and judicial work in both concepts and practices, cultivate a healthy arbitration ecosystem where parties consciously comply with arbitral awards, safeguard the realization of the value of arbitration, and thereby consistently inject strong impetus into the construction of the rule of law in China.

Vice President Dong Jianzhong expressed his heartfelt gratitude to CIETAC for the warm reception. He highly commended the profound historical heritage of CIETAC, its long-standing leading role in China's arbitration cause, and the high-quality and leapfrog development achievements made in its arbitration work in recent years. He stated that Beijing No.2 Intermediate People's Court has always attached great importance to and supported the sound development of arbitration, and made every effort to safeguard the effective operation of the arbitration system. Currently, the enforcement of arbitral awards has become the main battlefield of the court's enforcement campaign, serving as a crucial means of resolving social disputes and safeguarding the development of the real economy. In the face of the new work situation and challenges,arbitration institutions and people’s courts need to establish and maintain close interaction, jointly improve the enforcement mechanism of arbitral awards, promote the automatic and unobstructed enforcement of arbitral awards, truly achieve the core objectives of resolving commercial disputes and settling disputes in a substantive manner, and jointly support Beijing in establishing itself as an international commercial hub and a preferred venue for the resolution of commercial disputes.

 

 

During the exchange session, the participants from both sides engaged in thorough deliberations on key issues, including improving the collaborative mechanism for preservation, strengthening communication regarding the enforcement cases, and increasing the enforceability of arbitral awards.
