On February 28, 2026, on the occasion of the official implementation of the new Arbitration Law, the opening ceremony of the office of the CIETAC Xiong’an Sub-Commission and the Symposium on Arbitration Credibility Building and Business Environment Optimization were successfully held at the Xiong’an Free Trade Tower in Xiong’an New Area, Hebei Province. The event was timely and of great significance. More than 60 representatives from relevant departments of Hebei Province and Xiong’an New Area, universities, legal service institutions, and key leading enterprises attended the event. Multiple media outlets, including CCTV News, China Xiong’an Official Website, and Hebei Radio and TV Station, reported the event.

The CIETAC Xiong’an Sub-Commission organized this event. Wang Chengjie, the Vice Director and Secretary-General of CIETAC, Mei Xinyang, the Member of the Party Working Committee and Deputy Director of the Xiong'an New Area Administration Committee, Yuan Yongjun, Secretary of the Party Leadership Group of the China Council for the Promotion of International Trade Hebei Council (CCPIT Hebei), Liang Hongjie, the Deputy Director of the Hebei Provincial Department of Justice, and Jia Shen, the Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), attended and delivered speeches. The event was hosted by Lv Yan, Deputy Director of the Filing & Consultation Division of CIETAC and Deputy Secretary-General of the CIETAC Xiong’an Sub-Commission.

In his speech, Wang Chengjie stated that to implement the spirit of the “Guiding Opinions on Supporting the Comprehensive Deepening of Reform and Opening Up in the Xiong’an New Area of Hebei Province” of the Central Committee of the Communist Party of China and the State Council, CIETAC has actively leveraged its professional and brand advantages and established the Xiong’an Sub-Commission in 2021 to promote the high-quality development and high-level opening up of the Xiong’an New Area through professional dispute resolution services. To further implement the national strategic deployment and assist in the construction of a rule-of-law business environment in the Xiong’an New Area, the Office of the Xiong’an Sub-Commission has been officially put into service, marking an important step and a new journey for CIETAC to proactively integrate into the coordinated development of the Beijing-Tianjin-Hebei region and serve the construction of the Xiong’an New Area. In the future, the CIETAC Xiong’an Sub-Commission will take the initiative to assume its responsibilities, relying on CIETAC’s global layout and international resources, deeply integrating into the coordinated development strategy of the Beijing-Tianjin-Hebei region, comprehensively enhancing the internationalization, professionalization, and digitalization of arbitration services, closely aligning with the development needs of the new area’s industries, and providing high-quality and efficient diversified dispute resolution services to safeguard the high-quality development of the Xiong’an New Area and contribute CIETAC’s strength to building a first-class market-oriented, rule-of-law-based, and internationalized business environment in Xiong’an.

Mei Xinyang, Yuan Yongjun, Liang Hongjie and Jia Shen congratulated the official opening of the office of CIETAC Xiong’an Sub-Commission. They stated that opening the office is an important measure to improve the business environment for the rule of law in the new area and a practical achievement of the accelerated development of foreign-related legal services and commercial dispute resolution in Hebei. It marks a more complete service base, a more comprehensive service network and stronger service capabilities of CIETAC, which will surely provide more professional and efficient legal guarantees for the relocation of non-capital functions of Beijing, serving domestic and foreign enterprises, optimizing the regional business environment. They also hope that all parties will further deepen cooperation to jointly enhance the capacity of foreign-related legal services in Xiong’an and create a first-class business environment.

At the event site, an inauguration ceremony was held. Wang Chengjie and relevant leaders jointly attended the ceremony and officially opened the office of CIETAC Xiong’an Sub-Commission. The official launch and operation of the CIETAC Xiong’an Sub-Commission has truly responded to the practical needs of Xiong’an New Area as a major strategic undertaking of the country. It demonstrates the responsibility and commitment of CIETAC to empower the high-standard and high-quality construction of the new area with high-quality arbitration services.

Subsequently, a symposium on the construction of arbitration credibility and the optimization of the business environment was held, consisting of a keynote speech and a dialogue session. Professor Du Xinli, the honorary director of the China Arbitration Institute of China University of Political Science and Law and an arbitrator of CIETAC, delivered a keynote speech titled “The Construction of Arbitration Credibility and the Optimization of Business Environment under the New Arbitration Law”, systematically expounding the important positions of the independence, party autonomy and efficiency concepts of arbitration in the modern arbitration system, deeply analyzing the intrinsic logical relationship between arbitration credibility as the lifeline of the arbitration career and the core support of the business environment, and she also believes that the implementation of the new Arbitration Law will further enhance the credibility and attractiveness of the dispute resolution mechanism, providing a more solid legal guarantee for stabilizing market expectations, stimulating business vitality, and ensuring high-level opening up.

The dialogue session was hosted by Lu Fei, Director of the Business Development Division of CIETAC and the Secretary-General of the European Arbitration Centre of CIETAC. Cao Hongcheng, the Assistant General Manager of the Legal Risk Control Department of China Communications Construction Company Limited and the Arbitrator of CIETAC, Guo Xiaoguang, the Director of the Legal Affairs Department of CCPIT Hebei, Hu Haitao, the Dean of the Law School of Hebei University of Economics and Business, Wu Yanjun, the Chief Judge of the Circuit Court of Tianjin Maritime Court, and Gao Xiaoguang, the Managing Partner of Grandall Law Firm (Shijiazhuang) and the Arbitrator of CIETAC, participated in the communication. The speakers discussed the construction of a regional legalized business environment, sharing practical experiences and innovative approaches from multiple perspectives. They also put forward forward-looking suggestions and hoped that the CIETAC Xiong’an Sub-Commission, taking advantage of the implementation of the new arbitration law and the rapid development of the new area, would actively integrate into the development of the new area and contribute professional strength to the legal construction of the new area and Hebei Province.

Duan LinGuo, Vice President of the Hebei Lawyers Association and Vice Chairman of the Hebei Arbitration Association, delivered the closing remarks for this event. He hoped that all parties could take this event as an opportunity to deepen cooperation, work together, and jointly serve the development of new productive forces in Xiong’an.

This event concluded successfully in a stately and enthusiastic atmosphere. At an important juncture when the new Arbitration Law was officially implemented, the opening of the office of CIETAC Xiong’an Sub-Commission not only represents the early response to the spirit of the new law, but also is an important measure to empower the construction of a legalized business environment in Xiong’an New Area with high-level arbitration services. Standing at a new starting point, the Xiong’an Sub-Commission will rely on the profound accumulation of the CIETAC over the past 70 years to provide more convenient, efficient, and professional diversified dispute resolution services for market entities. Xiong’an Sub-Commission will actively integrate into and serve the integration and development of the Beijing-Tianjin-Hebei region, injecting strong legal momentum into the high-standard and high-quality construction of Xiong’an New Area, and creating a new benchmark for international arbitration in Xiong’an.
