On January 23, 2026, the Inauguration Ceremony of the New Premises of China International Economic and Trade Arbitration Commission Hainan Arbitration Center (CIETAC Hainan Arbitration Center) and Seminar on Arbitration Supporting the Development of Foreign-Related Rule of Law in the Hainan Free Trade Port was successfully held in Haikou. The event was hosted by CIETAC Hainan Arbitration Center, co-hosted by China Council for the Promotion of International Trade Hainan Provincial Committee  (CCPIT Hainan Committee) and Hainan Lawyers Association . Wang Chengjie, Vice Chairman & Secretary-General of CIETAC, attached great importance to the event and expressed his expectations that the relevant authorities of the Hainan Free Trade Port would fully leverage the CIETAC brand and fully recognize the important role of CIETAC Hainan Arbitration Center in resolving cross-border disputes. He also expressed his hope that all sectors  would work together to make positive contributions to building a law-based business environment in the Hainan Free Trade Port and establishing new heights for international commercial arbitration. Gu Yan, Vice President of CIETAC Arbitration Court, delivered a congratulatory address via video. Jin Xi, Deputy Secretary-General of CIETAC Hainan Arbitration Center, Huang Yuanyun, Minister of the Department of Legal Affairs of CCPIT Hainan Committee , and Liu Daojun, Vice President of Hainan Lawyers Association and President of Hainan Arbitration Association  attended the event and delivered remarks.

Representatives from CCPIT Hainan Committee, Hainan Lawyers Association, CCPTIT Haikou Committee, Yangpu Maritime Safety Administration , Law School of Hainan University , Law School of Hainan Normal University , and Legal Daily  were invited. More than 30 representatives, including CIETAC arbitrators in Hainan region, foreign-related lawyers, and heads of legal departments from key enterprises attended the event.

 

 

In his video address, Vice President Gu Yan extended warm congratulations on the inauguration of the new premises of CIETAC Hainan Arbitration Center. He stated that the Hainan Free Trade Port is a prominent banner and an important gateway for China’s opening-up, and the establishment of CIETAC Hainan Arbitration Center demonstrates the firm commitment of CIETAC to supporting the development of dispute resolution in the Free Trade Port. He pointed out that the inauguration of the new premises reflects CIETAC Hainan Arbitration Center’s determination to serve the construction of the Free Trade Port and underscores CIETAC’s solemn commitment to deeply engage in Hainan and to support the Free Trade Port with higher-quality services. He also hoped that CIETAC Hainan Arbitration Center would forge ahead and achieve greater success in its new environment and promote the high-quality development of arbitration in the Free Trade Port.

 

 

 

Deputy Secretary General Jin Xi extended a warm welcome to all guests. She noted that since its establishment, CIETAC Hainan Arbitration Center has been committed to serving the development of the Hainan Free Trade Port and has achieved remarkable results in handling complex foreign-related cases, promoting the integration of arbitration and mediation to improve the diversified dispute resolution mechanism, and supporting the improvement and innovation of the local arbitration system. She further extended that, taking the inauguration of the new premises as an opportunity, CIETAC Hainan Arbitration Center will deeply integrate into the new stage of development following the Free Trade Port’s independent customs operations  and provide higher-level dispute resolution services to both domestic and international commercial entities with more advanced facilities and a more comfortable environment.

 

 

On behalf of CCPIT Hainan Committee, Minister Huang Yuanyun extended warm congratulations on the inauguration of the new premises. She said that CCPIT Hainan Committee has long been committed to promoting the implementation and application of diversified dispute resolution mechanisms in Hainan. In recent years, CCPIT Hainan Committee and CIETAC Hainan Arbitration Center have engaged in pragmatic cooperation to vigorously promote and develop arbitration, jointly fostering a stable, fair, transparent, and predictable rule-of-law environment. Going forward, CIETAC Hainan Arbitration Center will certainly embrace broader development prospects and provide stronger legal safeguards for various market entities investing and operating in Hainan.

 

 

On behalf of Hainan Lawyers Association and Hainan Arbitration Association, President Liu Daojun offered warm congratulations. He noted that lawyers associations and arbitration institutions are important partners that complement and support each other. Noting the solid foundation of cooperation between Hainan Lawyers Association and CIETAC Hainan Arbitration Center, he expressed the expectation that the two sides would further deepen exchanges and pragmatic cooperation to help build a market-oriented, law-based, and internationalized first-class business environment in the Free Trade Port.

During the event, CIETAC Hainan Arbitration Center hosted the Seminar on Arbitration Supporting the Development of Foreign-Related Rule of Law in the Hainan Free Trade Port. Qu Zhujun, CIETAC Arbitrator and Former Director of CIETAC Working Department , delivered a keynote speech. She exchanged views with participants on how to leverage the CIETAC brand influence and the advantages of the CIETAC Arbitration Rules in supporting the construction of foreign-related rule of law in the Hainan Free Trade Port, shared representative cases from CIETAC’s innovative practices in international arbitration, and briefed the audience on the active exploration undertaken under the CIETAC Arbitration Rules in applying digital procedures, meeting parties’ dispute resolution needs, and drawing on the latest developments in international arbitration.

 

 

Jiang Dan, Managing Partner of Grandall Law Firm (Hainan)  and President of Hainan Mediation Association, delivered a discussion speech. Speaking from the perspective of an arbitrator, she shared her views on the professional development of arbitrators in foreign-related fields. She noted that judicial support and safeguards for arbitration are continuously strengthening, and that, against the backdrop of building new heights for international arbitration in the Hainan Free Trade Port, the deepening specialization of arbitrators has shifted from an optional choice to a necessary requirement. She stressed that arbitrators need to develop in-depth professional expertise as well as integrated procedural management capabilities, and to become both industry experts and procedural designers with proficient legal expertise .

 

 

During the open discussion and Q&A session, participants congratulated CIETAC Hainan Arbitration Center on the inauguration of its new premises and engaged in in-depth exchanges on the development advantages of arbitration in the Hainan Free Trade Port, CIETAC’s procedural management, and representative cases.

 

 

The inauguration ceremony and seminar concluded amid active discussions and exchanges. The inauguration of the new premises marks an important milestone for CIETAC Hainan Arbitration Center in further serving the rule-of-law development of the Hainan Free Trade Port. Drawing on CIETAC’s 70 years of professional expertise and the geographical advantages of the Hainan Free Trade Port, CIETAC Hainan Arbitration Center will continue to enhance its arbitration service capabilities and will promote the comprehensive and high-quality development of dispute resolution in the Hainan Free Trade Port.
