On 15 December 2025, a delegation of more than 130 lawyers from the Special Training Program for Enhancing Foreign-related Legal Talent, jointly organized by the Central Political and Legal Affairs College  and the Henan Provincial Lawyers Association (“Henan Bar Association”) , visited China International Economic and Trade Arbitration Commission (“CIETAC”) for an in-depth exchange and study program.

WANG Chengjie, Vice Chairman and Secretary General of CIETAC, extended a warm welcome to the training group and, with reference to CIETAC’s historical achievements, gave an in-depth explanation of the core value of the development of arbitration in the new era and the cultivation of foreign-related rule-of-law talent. He noted that, against the backdrop of deepening economic globalisation and China’s continued advancement of high-standard opening-up in the new era, arbitration, as a dispute resolution mechanism widely used internationally, has become an important means for the State to coordinate domestic and foreign-related rule-of-law efforts and a powerful support for maintaining cross-border economic and trade order and participating in global governance. As a leading institution for foreign-related arbitration in China and an important participant in the international dispute resolution regime, CIETAC has always grounded itself in both internationally accepted rules and China’s own wisdom, has accumulated rich practical experience in cross-border dispute resolution, promoted the deep integration of Eastern and Western arbitration concepts, and established platforms for training talent with a global perspective, thereby contributing Chinese solutions and demonstrating China’s sense of responsibility in the course of diversifying global dispute resolution.

Secretary General WANG Chengjie pointed out that highly qualified foreign-related rule-of-law professionals are the core driving force enabling the arbitration system to serve high-standard opening-up and that their development is a systematic undertaking bearing on the overall interests of the country. For many years, CIETAC has attached great importance to and been deeply engaged in the training of foreign-related rule-of-law talent. Through multi-tiered, comprehensive and systematic measures such as pioneering branded competitions, jointly developing practice-oriented courses, building practice-based training models and establishing internship and practical training platforms, CIETAC has provided solid talent support for China’s participation in global governance and the protection of its legitimate interests overseas, and has consolidated the foundation of the foreign-related rule-of-law workforce.

 

 

LIU Xiang, Vice President of the Henan Bar Association, presented an overview of the Association’s development and the progress made in training foreign-related lawyers. He highly commended CIETAC’s professional leadership in the field of international dispute resolution and expressed the hope that, going forward, the Association and CIETAC would work together to build high-level and professional platforms for exchange and cooperation, jointly improving the quality and efficiency of regional development of foreign-related rule-of-law and empowering local opening-up efforts.

YANG Xiaoyan, Director of the Rule of Law Education Centre  of Central Political and Legal Affairs College, expressed her gratitude for CIETAC’s thoughtful arrangements. She noted that she looked forward to deeper cooperation with CIETAC in areas such as joint curriculum development, practical study programs and faculty sharing, in order to better align talent training with practical market demands and help enhance the professional capabilities of the foreign-related lawyers’ cohort.

During the exchange session, participating lawyers experienced first-hand CIETAC’s latest model of online linkage between the main and breakout hearing venues, and actively raised questions on practical hot topics such as the practical pathways for overseas asset preservation, the applicable boundaries between partial awards and interim awards, and the proper drafting of arbitration clauses for CIETAC sub-commissions and arbitration centers. LU Fei, Director of CIETAC’s Business Development Division, and ZHOU Wen, Director of the Domestic Cases Division,  responded to these questions one by one with targeted answers, creating a lively and pragmatic atmosphere of interaction.

 

 

This exchange activity concluded successfully amid warm applause. The participating lawyers remarked that the visit had not only deepened their systematic understanding of the international arbitration system and CIETAC’s advanced practices, but also provided a clearer picture of the competency requirements and development pathways for foreign-related rule-of-law talent in the new era. They stated that, going forward, they would take this exchange as a new starting point to actively participate in CIETAC’s various professional activities, continuously hone their practical skills in foreign-related arbitration and dispute resolution, and contribute more to accelerating the enhancement of cross-border rule-of-law service capabilities and advancing the development of foreign-related rule of law.
