On 24-25 November 2025, the Sixth International Arbitration Conference, hosted jointly by the Libyan Center for International Commercial Arbitration (LCICA) and the United Nations Commission on International Trade Law (UNCITRAL) , was successfully held in Benghazi, Libya. The two-day conference adopted a hybrid format combining online and in-person participation. Wang Chengjie, Vice Chairman & Secretary General of CIETAC, was invited to deliver the opening remarks online. Representatives from international organizations, including UNCITRAL, alongside over 30 dispute resolution experts and scholars from government departments, dispute resolution institutions, and academia in Libya, Bahrain, Egypt, the United Arab Emirates, and other countries, attended the conference. CIETAC was invited to participate online and deliver an address.

Wang Chengjie began his opening remarks by expressing gratitude to the host, the LCICA. He noted that as the Belt and Road cooperation deepens and China-Libya economic and trade relations continue to strengthen, CIETAC and the LCICA have established a pragmatic and efficient cooperative relationship, providing robust legal safeguards for promoting bilateral economic and trade development. He presented an overview of CIETAC's recent achievements, as well as the outcomes and practices of CIETAC’s digital and intelligent transformation. He emphasized that CIETAC is eager to collaborate with global partners, including the LCICA, to collectively establish a new ecosystem for international arbitration in the digital age and offer superior, more efficient dispute resolution services for global economic and trade cooperation.

 

 

The panel discussion was moderated by Tariq Al-Jamali, former Dean of the Law School at the University of Benghazi  and now a practicing lawyer. The panelists included Amel Makhlouf, an independent consultant, arbitrator, and Research Fellow at the Centre for Islamic and Middle Eastern Law at the School of Oriental and African Studies, University of London;  Lu Yahuan, Deputy Director of CIETAC's Intellectual Property Dispute Resolution Division; and Ahmed Ouerffeli, a lawyer, arbitrator, and member of the LCICA. The panelists participated in an in-depth discussion on the topic of "International Experiences of Arbitration Institutions in the Digital Intelligence Era," sharing practical insights and offering multi-perspective, in-depth insights to attendees. Lu Yahuan shared the beneficial practices of CIETAC in actively adapting to the digital wave through measures such as the application of digital and intelligent technologies, the establishment of a specialized intellectual property arbitration center, and the provision of diversified dispute resolution services. She proposed that the revolutionary efficiency improvements brought by digital and intelligent technologies are constantly reshaping the operational paradigms of international arbitration and diversified dispute resolution. By organically integrating rule innovation, technological empowerment, and professional in-depth development, arbitration institutions will be able to participate more deeply in global governance, respond to market demands, and stimulate global innovation.

 

 

By participating in this conference, CIETAC fully demonstrated the innovative vitality and international perspective of the arbitration institution in its digital transformation. This further strengthened the connections with the arbitration community in the Middle East and North Africa and built a solid bridge for international arbitration exchanges.
