On 15 November 2025, the Third Chaoyang Lawyers Forum and Conference on Deepening the Integration of International Law and Business was successfully held in Beijing. The forum was supported by  Beijing Municipal Justice Bureau of Chaoyang District , and hosted by the Party Committee of  Chaoyang Lawyers Profession,  and Chaoyang Lawyers Association.  GAO Zicheng, President of the All China Lawyers Association,  ZHANG Weidong, Member of the Party Leadership Group and Deputy Director of Beijing Municipal Justice Bureau of Chaoyang District, and Secretary of the Beijing Lawyers Profession  Party Committee,  and CHEN Dapeng, Member of the Standing Committee of Chaoyang District Committee of the Communist Party of China  and Secretary of Political and Legal Affairs Commission ,  attended the conference and delivered opening remarks in succession. Vice President XIE Changqing of China International Economic and Trade Arbitration Commission (CIETAC) was invited to attend the forum and deliver a keynote speech.

 

 

In her keynote speech, Vice President XIE pointed out that the integrated development of international law and business aligns with the needs of the times and constitutes a key focal point in building China’s foreign-related rule of law. Arbitration combines the rigidity of law with the flexibility of commerce, meets commercial demands for efficiency and effectiveness, and connects domestic rule of law with international norms, making it a core vehicle for the integration of international law and business. As a national arbitration institution, CIETAC closely follows the pace of development in the new era and continues to pursue innovative development. Through first-class arbitration services that are fair and impartial as well as professional and efficient, it has provided solid legal support to commercial entities worldwide and has been the most steadfast practitioner and promoter of the integration of international law and business. Lawyers and arbitration as a method of dispute resolution are both important force in the foreign-related rule of law construction. In the wave of integrated development of international law and business, arbitration is not only the bridge interlinking lawyers, industry and commerce, but also the significant bond to jointly serve the country's goals of high-level opening-up and participate in the construction of the global governance system. In the future, CIETAC is looking forward to working together with lawyer fellows and friends from industry and commerce, taking arbitration as the bridge and empowering each other, and jointly write a new chapter in the integrated development of international law and business.

HAN Xiaowu, President of the Lawyers Law Research Association of the China Law Society,  the Deputy Head of the Supervisory and Judicial Affairs Committee of the 13th National People’s Congress  and Deputy Secretary-General of its Standing Committee, HU Yunteng, President of the Case Law Research Association of the China Law Society,  and LIU Yanhong, Member of the Standing Committee of the CPC Committee and Vice President of China University of Political Science and Law,  respectively delivered keynote speeches on the themes “Actively Implementing the Spirit of the Fourth Plenary Session  and Striving to Promote the Development of the Legal Profession in the 15th Five-Year Plan Period” , “From Norm-Based Rule of Law to Case-Based Rule of Law” and “Safeguarding Development through Law, Promoting Prosperity through Business: Writing a New Chapter in Chaoyang’s Internationalised Development”.

This year’s forum saw the release of the Report on the High-Quality Development of the Lawyers Profession in Chaoyang District and the signing of several cooperation agreements. Nearly 400 participants from government departments, political and legal institutions, universities and research institutes, All China Lawyers Association , and the industry and business community attended the forum.
