On the afternoon of October 15, 2025, Wang Chengjie, Vice Chairman and Secretary General of the China International Economic and Trade Arbitration Commission (CIETAC), received a delegation led by Wang Lei, Director of the Hainan Provincial Department of Justice, at the CIETAC Hainan Arbitration Center (CIETAC Hainan Center). The two sides held talks and exchanged views.

Secretary General Wang Chengjie extended a warm welcome to Director Wang Lei and the delegation. He stated that the Hainan Free Trade Port represents a major national strategic arrangement, tasked with the critical mission of connecting domestic and international economic cycles. As Hainan's openness continues to deepen, the demand for a robust dispute resolution mechanism among both Chinese and foreign business entities is growing significantly. CIETAC has consistently focused on and supported the development of the foreign-related legal framework in the Hainan Free Trade Port, and actively participates in the development of the dispute resolution ecosystem and in serving the local economic development through CIETAC Hainan Center. The professional expertise and international ethos cultivated through CIETAC's long-term arbitration practice can contribute to elevating the overall standard of legal services in Hainan. Furthermore, he noted that the development of the legal services sector, including dispute resolution, will in turn stimulate greater commercial vitality and prosperity. Both sides, he urged, should seize the development opportunities presented by the Free Trade Port, leverage its preferential policies effectively, and work unremittingly towards establishing it as a preferred seat for international commercial dispute resolution. 

Wang Lei expressed his appreciation for the warm reception extended by Wang Chengjie. He noted that arbitration in China is demonstrating an increasingly robust and rapid development momentum. The Hainan Provincial Department of Justice, he emphasized, attaches high importance to the development of the arbitration sector within the Free Trade Port and regards arbitration work as a pivotal vehicle for optimizing the rule-of-law-based business environment. By continuously refining policies and systems and implementing practical measures, the Department aims to contribute to enhancing the efficacy of arbitration services. Wang acknowledged that CIETAC serves as a vital component in the legal framework construction of the Hainan Free Trade Port. By providing high-quality dispute resolution services and establishing influential platforms for legal exchanges, CIETAC has effectively addressed the pressing needs for foreign-related legal safeguards in the Free Trade Port. He expressed his expectation that both sides would further deepen practical cooperation and join hands to promote the prosperity and development of the legal services industry in the Hainan Free Trade Port.

During the meeting, the two sides engaged in in-depth exchanges on topics including the "Construction of an International Commercial Arbitration Centre" and the "Improvement of the Dispute Resolution Mechanism."

The delegation included Wang Shuai, Vice Director of the Hainan Provincial Department of Justice and Chairman of the Board of Directors of the Hainan International Arbitration Court; Deng Huiwen, Director of the Public Legal Services Administration of the Hainan Provincial Department of Justice; Zhang Yinyu, Second-Level Principal Staff Member of the Public Legal Services Administration; and Liu Daojun, President of the Hainan Arbitration Association.

Later that afternoon, Secretary General Wang Chengjie conducted an inspection tour of the Wenchang International Aerospace City in Hainan. He received briefings from officials of the Aerospace City Administration on the development of commercial aerospace launch operations, the master plan for the Aerospace City, and current legal challenges encountered. On the same day, Secretary General Wang also visited the King & Capital (Haikou) Law Firm.
