On June 14, 2025, the Symposium on Commercial Arbitration for Promoting High-Quality Development of Hunan's Export-Oriented Economy was successfully held in Changsha. Co-hosted by the China International Economic and Trade Arbitration Commission (CIETAC), CCPIT Hunan Sub-council (Hunan ICC), High People's Court of Hunan Province, Department of Justice of Hunan Province, and the Hunan Lawyers Association, the event gathered speakers including Wang Chengjie (Vice Chairman and Secretary General of CIETAC), Lei Zhenyu (Deputy Director of Department of Justice of Hunan Province), Yin Xiaoli (Member of the Adjudication Committee of the High People’s Court of Hunan Province), Yang Jianwei (President of Hunan Lawyers Association), Huang Jingxi (President of Macao Association for Legal Exchange and Promotion), and Ou Fuyong (Vice Dean of College of Law Hunan Normal University). Fu Danzhou, Member of the Leading Party Members’ Group and Vice President of the CCPIT Hunan Sub-council, hosted the symposium. Lu Fei, Director of CIETAC Business Development Division, Wu Shaoxuan, Deputy Director of the Committee Work Department, and Guo Yiheng, Minister of Legal Affairs of CCPIT Hunan Sub-council, attended the symposium. Over 40 representatives from key foreign-related enterprises, law firms, government departments, industry associations, and universities in Hunan Province attended as well.

During the unveiling ceremony of CIETAC's China-Africa Trial Center held in Changsha, the symposium with the theme "Commercial Arbitration Helps Hunan's High Quality Development of Export-oriented Economy" also occurred. CIETAC Secretary-General Wang Chengjie noted that the event  aims to implement China-African strategy, advance the construction of the China-Africa Economic and Trade Cooperation Pilot Zone, and support the development of Hunan's export-oriented economy. Emphasizing arbitration as a key tool for international dispute resolution and global governance, he highlighted the need for enterprises and lawyers to leverage arbitration systems.

Wang further introduced CIETAC’s innovative rules and 70-year internationalization and dispute resolution practices that will guide Chinese arbitration to the rest of the world. He further noted CIETAC’s contribution to Eastern wisdom through the "arbitration mediation combination" mechanism and its diverse dispute resolution methods and services to meet the diverse dispute resolution needs of the new generation. CIETAC’s valuable service network t facilitates the global market to respond to the national policy of "arbitration institutions going global", and its digital platforms create a new era dispute resolution engine. Wang further detailed CIETAC’s construction of a regional arbitration ecosystem to serve China’s “opening-up” strategy and its professional dispute resolution services that escort Hunan enterprises and other global Chinese enterprises to participate in international economic and trade cooperation and governance. Through establishment of the CIETAC China-Africa Trial Center in Changsha, Hunan has built a new platform for resolving economic and trade disputes between China and Africa and has strengthened legal communication and cooperation in arbitration between China and Africa. Wang hopes that business and legal communities in Hunan can take advantage of this platform while utilizing the internationally recognized arbitration system to assist in the development of Hunan Province's commercial arbitration services for its export-oriented economy.

Vice Director Lei Zhenyu, Member of the Adjudication Committee Yin Xiaoli, President Yang Jianwei, President Huang Jingxi, and Vice President Ou Fuyong respectively shared their experiences and suggestions from the perspectives of the judiciary, industry organizations, and key universities in Hunan on how to coordinate the development of foreign-related arbitration, create a forefront of foreign-related legal services, cultivate the Hunan Arbitration Army, promote high-quality development of Hunan Province's outward oriented economy, and improve arbitration services.

Representatives from more than 10 foreign-related enterprises in the Hunan Province, including Hunan Construction Investment Group, CRRC Zhuzhou Locomotive, Zoomlion, Tiandi Hengyi Pharmaceutical, Changsha Tianyi Intelligent Technology, Weisheng Group, Sunward Intelligent Equipment, Lens Technology, and Jinlong Cable Technology, as well as senior lawyers from more than 10 key foreign-related law firms in Hunan Province, introduced the challenges they encountered in overseas arbitration or litigation. The CIETAC delegation then introduced the characteristics of the arbitration system in response to the questions raised by enterprises and provided consultation to various topics, such as the means of arbitration documents, the agreement on legal application, the implementation of interim measures, the recognition and enforcement of awards outside the jurisdiction, and the application of mediation methods. In particular, specific guidance and solutions were provided for the agreement on dispute resolution clauses in contracts.

The attending representatives expressed that this event deepened their understanding of the arbitration system, especially CIETAC, while enhancing their understanding of the advantages of using arbitration to resolve international commercial disputes. Enterprises generally believe that arbitration has important value in ensuring the smooth implementation of their "going global" strategy. These companies noted that they hope to further strengthen their connection with CIETAC in the future and enhance their dispute resolution and legal risk prevention capabilities. Representatives attending the conference also expressed that the establishment of the CIETAC China-Africa Trial Center has provided an important platform for Hunan enterprises to go global and engage in foreign-related economic and trade cooperation. 

Vice President Fu Danzhou stated in his concluding speech that this symposium provides not only a professional clarifications and consultations, but also a high-level professional dialogue and an opportunity for meaningful exchange. He expressed that the event will leave a positive impact on promoting the high-quality development of Hunan Province's outward oriented economy.
