On June 12th, the Beijing Municipal Bureau of Justice and the Chaoyang District People's Government held the 2025 Beijing CBD Forum and the Capital's High-level Opening to the rest of the world and the Development of Foreign-related Legal System Conference in Chaoyang CBD. This event helped promote the achievements of Beijing's foreign-related legal construction work, expand the international reputation and influence of Beijing's foreign-related legal services, and demonstrate the impressive unveilings of the capital to the outside world. Over 300 people attended the event, including leaders of departments in the Ministry of Justice, leaders at both the city and district levels in Beijing, representatives from foreign-related legal service agencies and Beijing universities, representatives from judicial administrative agencies in Tianjin and Hebei, and people from  Beijing enterprises and chambers of commerce.

Xie Changqing, Vice President of the China International Economic and Trade Arbitration Commission (CIETAC), delivered a keynote speech. Xie stated that under the strategic deployment of vigorously promoting high-level unveilings and foreign-related rule of law construction in China to the outside world, Beijing has taken the a global oriented international commercial arbitration center as an important lever to actively deepen development of foreign-related rule of law construction, thereby achieving remarkable achievements. As the first foreign-related arbitration institution in China, CIETAC is based in Beijing and serving the other countries since its establishment in 1956. Adhering to its long-held tradition of enhancing the credibility and international influence of Chinese arbitration, CIETAC has pursued the goal of building an international first-class arbitration institution. It is committed to resolving domestic and foreign commercial disputes fairly and efficiently, conducting foreign communications and cooperation, building an international arbitration ecosystem, cultivating foreign-related legal talents, and participating in global legal governance. CIETAC actively practices its mission and responsibility, strives to promote the internationalization of Chinese arbitration, and builds strong support for the construction of arbitration centers. In the future, CIETAC looks forward to further deepening cooperation with all sectors,  enhancing brand influence in high-level unveilings and foreign-related rule of law construction, establishing industry service benchmarks, adding strong impetus to the construction of arbitration centers, and beginning new high-level unveilings and foreign-related rule of law constructions.

The forum demonstrated the successful achievements of the construction of the International Commercial Arbitration Center and the cultivation of foreign-related legal talents. Furthermore, institutions such as the Municipal Justice Bureau and Chaoyang District Government signed a series of cooperation memorandums. Chaoyang District's political and legal units simultaneously released practical measures to serve and protect enterprises and launched the Chaoyang District Foreign related Public Legal Service Station. The forum also set up legal service agencies and a platform for enterprise communication and promotion. Upon invitation, CIETAC formed an arbitration legal consultation booth to help promote the advantages of arbitration and answer arbitration legal questions from representatives of the business and legal community attending the forum.
