On May 12, 2025 upon invitation by ICC RUSSIA, the China International Economic and Trade Arbitration Commission ("CIETAC") appointed Jin Xi, Deputy Secretary General of South China Branch of CIETAC, and Sun Mingyang, Case Manager of International Cases Division, to participate in a seminar on the "Characteristics of Arbitration in Mainland China and Hong Kong," which was organized by ICC RUSSIA in Moscow. 

The seminar focused largely on two topics, namely, recommendations for parties to choose arbitration in Mainland China and Hong Kong as well as recognition and enforcement of arbitral awards by Chinese courts. Attendees included speakers from the Hong Kong International Arbitration Centre, the Singapore International Arbitration Centre, and prominent universities and law firms from across the world. Speakers focused on the nature of choosing arbitration institutions, the seat of arbitration and arbitrators, the varying features of arbitration in Mainland China and Hong Kong, the application of The Law of the People’s Republic of China on Foreign State Immunity to the enforcement of investment arbitral awards in Mainland China, and the enforcement of Russian arbitral awards in Mainland China, the mutual enforcement of arbitral awards in Mainland China and Hong Kong, etc.. These topics were tied in with the current situation and future options for parties involved in Russian cases. 

 

 

Jin Xi, Deputy Secretary General of CIETAC South China Branch, participated in the discussion on suggestions for parties to choose arbitration in Mainland China and Hong Kong and delivered a speech on the factors considered when choosing arbitration in Mainland China. Jin Xi further discussed the major arbitration institutions in Mainland China while providing  a brief introduction of CIETAC, its major achievements from recent years, and the highlights of CIETAC's Arbitration Rules 2024 and ODR online system,. Engaged in lively discussions with the audience, Jin Xi shared CIETAC’s rich background that has enhanced the recognition of the credibility of Chinese arbitration by all parties.

Sun Mingyang, Case Manager of the International Cases Division, also participated in the seminar.

On May 12, 2025, the delegation also visited Beijing DHH (Moscow) Law Firm, introducing a general idea of the cases involving Russia handled by CIETAC from recent years and describing the current situation of Russian parties under sanctions as well as the challenges they have faced. Afterwards, the CIETAC delegation also visited the International Commercial Arbitration Court at the Chamber of Commerce and Industry of the Russian Federation, where Alexey Kostin, Chairman of the Arbitration Court, Valeriy A. Frolochkin, Executive Secretary of the Arbitration Court, and Dmitry N. Podshibyakin, Director of the Arbitration and Mediation Centre warmly welcomed the delegation. Both sides discussed the historical background of the two institutions, the types of cases received by the Arbitration Court, the management work for case processing, and the signed cooperation agreements and the future direction of cooperation. 

 

 

On May 13, the delegation participated in the RIAC Arbitration Day held by the Russian International Arbitration Center and discussed with participants on the hot issues in the Russian arbitration industry as well as the latest progress of arbitration between the two countries.
