On 22 July, 2022, Inauguration Ceremony of Intellectual Property Arbitration Center and Seminar on Intellectual Property Protection and Dispute Resolution, hosted by China International Economic and Trade Arbitration Commission (CIETAC) was successfully held in Beijing. Ren Hongbin, Chairman of China Council for the Promotion of International Trade (CCPIT), Zhang Mingqi, Vice Chairman and Secretary General of China Law Society , and Lu Pengqi, Deputy Commissioner of the China National Intellectual Property Administration (CNIPA) attended the inauguration ceremony and delivered speeches. Ren Hongbin, Chairman of CCPIT pointed out in his speech that since the 18th National Congress of the Communist Party of China, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, China’s Intellectual Property (IP) cause has continued to develop, and it has embarked on a road of intellectual property development with Chinese characteristics. The CCPIT is the pioneer, promoter and practitioner of intellectual property of China. As early as 1957, the CCPIT conducted foreign trademark business as the solely designated organization of China, becoming the pioneer of foreign trademark registration. In November 1973, CCPIT sent representatives to participate the leading group meeting organized by WIPO and put forward the proposal of establishing patent system in China, becoming the promoter of the establishment of China's intellectual property system. In 1956, the Administration Council of the Central People's Government decided to establish China International Economic and Trade Arbitration Commission, i.e. CIETAC in the CCPIT. CIETAC is the earliest and the most representative permanent arbitration organization in China, and also the earliest foreign-related arbitration organization in China. In addition, CCPIT has also set up patent and trademark agencies -- CCPIT Patent & Trademark Law Office and China Patent Agent (H.K.) Ltd , which are in the leading position in IP service industry. CCPIT closely cooperates with other departments, publicizing Chinese IP Right (IPR) protection achievements through multiple angle, discussing hot issues and regularly organizing International Business Intellectual Property Forum , BRICS IP Forum, China Arbitration Week, China Arbitration Summit, etc. CCPIT is an active practitioner in raising awareness of IPR of the whole society and vigorously publicizing Chinese IPR protection achievements. Over the past 70 years, CCPIT has yielded fruitful achievements in IPR work and made unique and outstanding contributions to the development of China's IPR cause.

Chairman Ren Hongbin stressed that the establishment of CIETAC Intellectual Property Arbitration Center is an important measure to implement the Development of Intellectual Property Rights Power and a pragmatic action to implement the important spirit of General Secretary Xi Jinping. He said that since the establishment of CIETAC in 1956, it has handled more than 50,000 arbitration cases at home and abroad involving more than 100 countries and regions. Its independent, fair, professional and efficient services and international credibility have been widely recognized around the world, establishing an international brand of Chinese Arbitration. In 2021, CIETAC was rated as one of the five most popular arbitration institutions in the world. With the advantages of experience and expertise in the field of IP dispute resolution, CIETAC effectively meets the diversified needs of the majority of the market players for IP dispute resolution. Chairman Ren Hongbin proposed that CIETAC should strive to become the preferred institution for IP dispute resolution, vigorously promote exchanges and cooperation in the IP field, focus on the study of IP dispute resolution system, provide high-quality arbitration services for Chinese and foreign parties and endeavor to make greater contributions to comprehensively enhancing strength of China's intellectual property, better stimulating the innovation vitality of the whole society, and contributing to the building of a country with intellectual property rights power.

Zhang Mingqi, Vice President and Secretary General of China Law Society, congratulated CIETAC on its establishment of Intellectual Property Arbitration Center in his speech. He pointed out that China is transforming from an importer of intellectual property to a creator. The awareness of intellectual property among major market players has increased significantly, and IP-related disputes are also on the rise. It is urgent to improve IP protection system in new fields and new forms of business and develop diversified dispute resolution mechanisms to resolve disputes. CIETAC as a well-known international arbitration institution with rich experience in dispute resolution. The establishment of Intellectual Property Arbitration Center is timely and significant. Finally, Wang Chengjie, Vice Chairman and Secretary General of CIETAC, stated in his closing remarks that since intellectual property has an increasingly closer tie with international trade, it is imperative to establish a high-standard and international IP protection system and an effective mechanism for IP dispute resolution in international trade. As a world-known arbitration institution, CIETAC has more than 60 years of dispute resolution experience, advanced arbitration rules, standardized and efficient case management procedures, and international influence. Currently, CIETAC has 1,698 arbitrators, including 483 foreign arbitrators from 85 countries and regions and from Hong Kong, Macao and Taiwan. Among them, there are more than 200 arbitrators with intellectual property expertise and practical experience. In addition to providing domain name dispute resolution services and handling nearly 4,000 domain name disputes related to "Online Intellectual Property", CIETAC has also handled a large number of intellectual property arbitration cases involving patents, trademarks and technologies, many of which have great social impact, effectively protecting the legitimate rights and interests of the parties concerned.
Secretary General Wang said that the establishment of Intellectual Property Arbitration Center is to make full use of CIETAC’s brand, experience, team and international advantages, and to play a more active role in facilitating the establishment of diversified IP dispute resolution mechanism and enhancing level of the rule of law in IP protection. The establishment of Intellectual Property Arbitration Center will be conducive to further improve China's intellectual property dispute resolution system, enhance the strength of enterprise IP protection, participate in the formulation of international IP protection rules, and accelerate higher level of opening up and higher quality development in the field of IP.
