On March 15, 2025, the Promotion Conference on the Construction of the International Rule of Law Base of China University of Political Science and Law (CUPL) was held in Beijing. The event was jointly organized by China University of Political Science and Law, the Beijing Municipal Bureau of Justice, and the People's Government of Chaoyang District, Beijing. Attendees included officials from relevant national ministries, municipal departments of Beijing, representatives from universities, international organizations, enterprises, arbitration institutions, law firms, and faculty and student representatives. A delegation led by Gu Yan, Vice President of the Arbitration Court of the China International Economic and Trade Arbitration Commission (CIETAC), was invited to attend the conference.

The China University of Political Science and Law International Rule of Law Base (Chaoyang, Beijing) aims to establish multifaceted and institutionalized cooperative arrangements, deepen exchanges between academic institutions and legal practitioners, and cultivate high-caliber, practice-oriented international legal professionals for future development. 

During the conference, the official launch of the China University of Political Science and Law International Rule of Law Base (Chaoyang, Beijing) was announced, accompanied by the signing of the Agreement on Collaborative Cultivation of International Rule of Law Talents. At the launch ceremony, Vice President Gu Yan participated in the signing ceremony representing the arbitration institution. Subsequently, Zhou Wen, Director of CIETAC's Domestic Cases Division, attended the Practical Mentor Appointment Ceremony at the university's legal education base. 

After the opening ceremony, Huang Jin , former President of China University of Political Science and Law (CUPL), President of the Chinese Society of International Law, President of the China Society of Private International Law (CSPIL), and Vice President of the World Jurist Association, delivered a keynote speech titled "Accelerating the Construction of Foreign-Related Rule of Law and the Cultivation of Foreign-Related Legal Professionals" . The conference also hosted two parallel forums: the Second Forum on Foreign-Related Rule of Law Research and the First Collaborative Forum on the Cultivation of Foreign-Related Legal Talents.
