On December 18, 2024, the China International Economic and Trade Arbitration Commission ("CIETAC") and the Beijing Chaoyang Lawyers Association  ("Chaoyang Lawyers Association") jointly organized an exchange event focusing on CIETAC's newly-revised 2024 Arbitration Rules. The event aimed to further promote the effective application of the new arbitration rules and foster positive interaction between arbitration institutions and the lawyer profession.

 

 

During the event, Wang Chengjie, Vice Chairman and Secretary General of CIETAC, stated that as China's earliest-established foreign-related arbitration institution, CIETAC places great emphasis on maintaining the advancement and leadership of its arbitration rules. The 10th edition of CIETAC's Arbitration Rules officially came into effect on January 1 2025. The new rules further enhance the autonomy, flexibility, fairness, efficiency, and transparency of arbitration procedures, providing a high-level institutional guarantee for the high-quality development of CIETAC arbitration. As the rules approach their one-year anniversary of implementation, CIETAC and the Chaoyang Lawyers Association jointly organized this exchange event to discuss relevant issues of the rules application, aiming to deepen the legal community's understanding of the arbitration rules and promote the development of arbitration theory and practice. CIETAC hopes that this event will serve as an opportunity to deepen exchanges with legal professionals, including those from the Chaoyang Lawyers Association, and to refine cooperation in various fields in the future, jointly contributing to the development of the arbitration industry.

 

 

Di Jing, Party Member and Deputy Director of the Chaoyang District Justice Bureau, and Secretary of the Chaoyang District Lawyers Industry Party Committee, noted that in recent years, Beijing has been actively promoting the construction of an international commercial arbitration center in line with the central government's requirements for a new development pattern. Chaoyang District, as the core area for the overall layout of Beijing's international commercial arbitration center, is accelerating the construction of its core physical platform. At the same time, she expressed hope to strengthen cooperation with domestic and foreign dispute resolution institutions, including CIETAC, to promote the vigorous development of the arbitration industry.

Liu Guangchao, President of the Chaoyang Lawyers Association, stated that CIETAC, as China's first foreign-related arbitration institution, has witnessed and promoted the development of China's arbitration legal practice. Chaoyang District, as a hub for lawyers, boasts abundant legal resources and looks forward to in-depth exchanges and learning with CIETAC to promote the cultivation of foreign-related legal talents.

During the event, Qu Zhujun, CIETAC arbitrator, gave a professional presentation on the interpretation of the CIETAC Arbitration Rules (2024 Edition), focusing on six key aspects of the main revisions and specific applications of the new rules. She pointed out that the new rules not only improve procedural design but also incorporate institutional innovation and digital and intelligent applications, enhancing the flexibility, fairness, efficiency, and transparency of arbitration procedures. The new rules also absorb and draw on the latest achievements in international arbitration, keeping pace with international arbitration developments and reflecting CIETAC's relentless efforts to serve the parties.

 

 

Representatives from CIETAC and the Chaoyang Lawyers Association also engaged in in-depth discussions on cutting-edge issues related to the new rules, including the early dismissal, multiple contracts arbitration, selection of arbitrators in multi-party arbitrations, video hearings, the validity of arbitration agreements, and complaints and supervision in arbitration.

Xie Changqing, Vice President of CIETAC Arbitration Court, concluded that in the context of Chinese enterprises going global, the development of China's arbitration industry is facing new opportunities. Lawyers, as participants in arbitration practice, play an important role in promoting the high-quality development of Chinese arbitration and enhancing its international influence and credibility.

The event featured a rich agenda, a lively atmosphere, and yielded significant outcomes. Zhou Wen, Director of CIETAC’s Case Filing Division, and Lu Fei, Director of CIETAC’s Business Development Division, among others, attended the event.
