On December 7, the 2023 “Belt and Road” High level Dialogue Conference on International Commercial Arbitration was successfully held in Xi'an. This dialogue conference is jointly organized by the China National Committee of the China Chamber of International Commerce, the China International Economic and Trade Arbitration Commission (the "CIETAC"), the China Maritime Arbitration Commission, and the ICC International Court of Arbitration, undertaken by the CCPIT Shaanxi Sub-council and the Secretariat Bureau of the China National Committee of the China Chamber of International Commerce, co-organized by the CIETAC Silk Road Arbitration Center, the Shaanxi Mediation Center of the China Council for the Promotion of International Trade, Northwest University of Politics and Law school of International Law, the " Belt and Road" International Commercial Legal Service Demonstration Zone and the Shaanxi Lawyers Association, 12 units including the CCPIT Patent & Trademark Law Office and Trademark Office and China Patent Agency (H.K.) LTD. supported the holding of this meeting.

Yu Jianlong, Vice President of China Council for the Promotion of International Trade and China Chamber of International Commerce, Lei Jiangsheng, Deputy Secretary General of the Shaanxi Provincial People's Government, attended the opening ceremony and delivered speeches. Claudia Solomon, Chairman of the ICC International Court of Arbitration, and Shen Sibao, Chairman of the Arbitration Committee of the China National Committee of the China Chamber of International Commerce and President of the China International Economic and Trade Law Research Association, delivered video speeches at the opening ceremony. Jia Zhenglan, President of the CCPIT Shaanxi Sub-council presided over the opening ceremony.

Yu Jianlong stated that international commercial arbitration plays an indispensably important role in properly handling international economic and trade disputes, effectively resolving investment and trade barriers, and focusing on optimizing the legal business environment. It is hoped that all parties will strengthen organizational cooperation and improve the top-level design of the " Belt and Road" under the rule of law; Adapt to the current trend of intelligence and promote the deep integration of technology and international arbitration; We will focus on talent leadership and continue to improve the legal service level of the " Belt and Road".

Xie Changqing, Vice President of the Arbitration Court of the China International Economic and Trade Arbitration Commission, was invited to attend the meeting and delivered a keynote speech. She said that as the earliest foreign-related arbitration institution, CIETAC has always been based on its national conditions, connected with the world, attached importance to the needs of diversified market players for inclusive, convenient and international arbitration services in China, constantly innovated and improved its rules and practices, and strived to be compatible, inclusive and integrated. This is mainly reflected in maintaining the progressiveness and attractive nature of the rules, always adhering to promoting the integration of Chinese and Western arbitration systems and practices from various aspects and angles, actively responding to the needs of cross-border diversified arbitration users， always attaching importance to the construction of a professional and internationalized team of arbitrators, and emphasizing international cooperation and exchanges in the "Belt and Road" dispute resolution.

Vice President Jie Changqing also witnessed the release of “the 2023 version of the Model Clause on Dispute Resolution and Application of Law in Enterprise Foreign-related Transactions”. CIETAC was also listed as one of the recommended arbitration institutions in this Model Clause.

The theme of this conference is "International commercial arbitration helps the new development of the Belt and Road". It was launched around three topics: "Open Road: hot issues of the Belt and Road arbitration", "Innovative Road: Intellectual Property Rights and Diversified Dispute Resolution" and "Sustainable Road: Energy Transformation and International Arbitration", the attending speakers shared and exchanged ideas. More than 300 experts, scholars, representatives of business associations, entrepreneurs, and others from the legal, economic, and arbitration sectors attended the event on site.

Xi'an is the starting point of the ancient Silk Road and an important node city of the " Belt and Road". With the strong support of the provincial and municipal people's governments and relevant departments, CIETAC set up the Silk Road Arbitration Center in Xi'an in 2017, aiming to continue and inherit the high-quality arbitration services of CIETAC for more than 60 years, and help the northwest region to build a legal business environment and the " Belt and Road" legal ecosystem. In the future, CIETAC and the Silk Road Arbitration Center hope to work together with all sectors to closely follow the pace of the " Belt and Road" construction, continue to explore the best practices of the " Belt and Road" dispute settlement, and jointly promote the " Belt and Road" construction to achieve steady, long-term and healthy development.
