On December 1, 2023, the "2023 Global Engineering Business Summit Forum" jointly hosted by Tianjin University, Tianjin Commission of Commerce, and the East Xinjiang Comprehensive Bonded Zone Management Committee was successfully held in Tianjin. The forum is guided by the China International Contractors Association, the China Chamber of Commerce for Import & Export of Machinery & Electronic Products, and the China Association for International Economic Cooperation. It is hosted by the College of Management and Economy at Tianjin University and the School of International Project Management at Tianjin University. Zhou Wen, Secretary General of the CIETAC Tianjin Sub-Commission, was invited to attend and give a keynote speech on "Risk Response to Overseas Infrastructure Investment and Financing and Trade Arbitration". Over a hundred government leaders, corporate executives, industry experts, university scholars, and legal professionals participated in the forum.

The opening ceremony of the forum was presided over by Mao Zhaofang, Secretary of the Party Committee of the College of Management and Economy at Tianjin University. Secretary General Zhou Wen pointed out in her speech that in recent years, China's overseas infrastructure construction has been accelerating its pace of going global, and investment and financing models have shown a diversified trend. With the continuous accumulation of infrastructure construction experience, a relatively complete output model has been formed, which has opened up emerging international markets for China's advantageous production capacity. However, in the process of overseas infrastructure construction and investment and financing, there are still many risks and challenges, and solving these problems has strong practical significance.

Secretary General Zhou Wen analyzed the main risks and countermeasures faced by overseas infrastructure investment and financing from the perspective of the current situation of overseas infrastructure investment and financing pattern. From the perspectives of international advanced rules and regulations represented by the 2024 version of the Arbitration Rules of CIETAC, global arbitration legal expert resources, rich experience in international case management, efficient and convenient institutional service networks, arbitration culture and practice compatible with civil law and common law systems, diversified dispute resolution service landscape, broad international credibility, and good records of extraterritorial enforcement of arbitral awards, she deeply introduced the advantages of CIETAC and the principles and strategies of foreign arbitration clauses with cases. Secretary General Zhou Wen also highlighted the unremitting efforts made by the CIETAC in promoting the rule of law cooperation and exchanges along the Belt and Road.

This Summit Forum focused on the profound impact of the spirit of the General Secretary Xi Jinping’s important speech at the third "the Belt and Road" Summit Forum on the global international project management, set up a platform for engineering enterprises, industry chambers of commerce, scientific research institutions, etc., shared experience in the implementation of the "the Belt and Road" and "going global" process, launched a heated discussion around the "overseas new energy and ESG", "overseas infrastructure investment and financing" and other related topics, and achieved a complete success.
