On December 12, 2019, Seminar on Retrospective and Outlook of 70-Year China Engineering Law was successfully held in Beijing, which was co-hosted by Construction Times and Starry Outlook Law Edifice, and supervised by China International Economic and Trade Arbitration Commission, China Construction Industry Association, China Cost Engineering Association and China Concrete and Cement-based Products Association. This forum reviewed the achievements and problems encountered in legal development in the field of engineering construction, focusing on the development history and challenges in the future of the legal system in the field of engineering construction in China.

More than 300 guests attended the Seminar, including the relevant leaders from the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, China Construction Industry Association and China Cost Engineering Association, General Counsels of Power Construction Corporation of China, China Metallurgical Group Corporation, China Communications Construction Co., Ltd. and CSCEC International as well as scholars from the School of Civil Engineering Tsinghua University and the Institute of Public Market and Government Procurement of University of International Relations.

Secretary-General WANG Chengjie gave a brief introduction in his speech of the construction engineering cases accepted by CIETAC in recent years and of the relevant measures taken by CIETAC to help China's construction enterprises solve their problems in "going global" and in domestic construction projects. For instance, the first is team building. At present, CIETAC has 1441 arbitrators in the panel, of which more than 350 are professionals in construction engineering. The second is rules-formulating. In addition to maintaining the advanced practice in its Arbitration Rules, CIETAC has promulgated and implemented the "Construction Project Disputes Review Rules” in 2010. Moreover, CIETAC has 107 experts from the construction field to specifically participate in the construction expert review cases to serve the special needs in construction project dispute resolution. The third is platform-building. In order to promote the development of Public-Private Partnership in construction, with the support of the Ministry of Housing and Urban-Rural Development, CIETAC has set up the PPP Arbitration Center in 2017 to better serve the development of this industry. He said that CIETAC is committed to serve Chinese construction enterprises to participate in domestic and foreign engineering construction.
